After a short Email with Hill, I have discovered that much better flip flop chip for his design is the 74574. The functioning is the same but the pinouts are MUCH easier to cope with in designing the HILL 320. I use the least expensive and slowest responding one I could buy from Jameco. The 74AC574PC for $7.50 for 40 chips!
I tried them in the DISCOLITEZ DELUXE controller(which is VERY close in design to the Hill320) and they work great and the wiring was a snap. I wish I had this info when I was building mine
