Terry Dyke has been using MIDI to contol his lights for years... but he has made special controllers running on a serial bus to do it (he is using a diver to convert midi to a higher speed serial output than the standard midi).
He composes the lights using Cakewalk.
If you can capture and redirect the Midi notes then it shouldn't be much of a problem to match note to digital output.
I suppose just figuring out the file parameters and piping them through some engine could do it, biggest issue is the timing.

Anyways, there is nothing already available that I am aware of that does this now.
